Swiss researchers activities in Latvia

The purpose of the Block Grant is to develop and strengthen the potential of the Latvian higher education and research institutions through enhanced access to high quality higher education and research.

Project is open to all fields of study and faculties.

The total eligible costs of the Block Grant amount to CHF 588’235, (five hundred eighty-eight thousand two hundred thirty- five).

 
Supported activities Small Project Grants for inviting academic staff members - lecturers, professors and researchers from the Swiss higher education and research institutions to do lecturing or share research experience with the Latvian higher education and research institutions. Grant is aimed at establishing sustainable partnerships between Swiss and Latvian higher education and research institutions.
Eligible institutions

The following organizations can apply for funding of Small Projects under the Swiss Contribution Block Grant, provided the organization has the appropriate qualifications and the necessary financial as well as operational resources to complete the Small Project:

  • Higher education institutions accredited in Latvia;
  • Research institutions registered in the Register of Research Institutions at the Ministry of Education and Science of Latvia.
  • Small Projects will be implemented in partnership between the beneficiary and the higher education institution or research institution in Switzerland. In addition, other(s) higher education institution(s) or research institution(s) in Latvia can be involved in the same Small project.
Natural persons are not eligible!!
Swiss researcher Eligible researcher should hold a rank of associate professor (docent), professor or senior researcher.
Duration of the stay Project offers the possibility to the Latvian higher education and research institutions to obtain short term grants with an aim to invite academic staff members – lecturers, professors and researchers (hereinafter – researchers) from the Swiss higher education and research institutions to do lecturing or to share research experience during their stay in Latvia between 3 working days and 2 months (between 5 and 60 calendar days).
Subproject amount

Minimum sub-project amount is 1 505,00 CHF (for 5 calendar days), maximum sub-project amount is 11 680,00 CHF (for 60 calendar days).

The sub-project amount is calculated as follows:

  • Daily allowance – 65 CHF per day;
  • Accommodation costs – 120 CHF per night;
  • Travel costs – 700 CHF (just once).
Duration of the program and calls for proposal

Duration of the Block grant is 1st of July 2011 till 30th of September 2015. During this period was planned to announce 7 open calls. 3 open calls are already closed, but starting from September 2013 there is one open call which will be open until December 2014 or until all the available project finances are used.

If there will be available unspent finances from previous call, an extra open call can be made at the beginning of 2015.

Sub-project applications

Initiative to invite the Swiss researchers is taken by the Latvian higher education and research institutions as sub-project applicants identifying relevant Project partners – sending institutions (Swiss higher education and research institutions), depending on the needs of the study programme or research field of the hosting institution.

Each sub-project has to be submitted with one proposed Swiss researcher. The same researcher may be invited for every open call.

Sub-project evaluation All sub-project applications are checked in respect of the administrative eligibility according to the set of administrative evaluation criteria. Sub-project applications passed to the qualitative evaluation are assessed according to the set of qualitative evaluation criteria. VIAA informs the sub-project applicants about the results of the evaluation. Decision on the sub-project has to be made within 4 months.
Contracting

Those sub-project applicants whose sub-project applications have been approved for the financing are notified by VIAA about the contracting procedure and additional documents and information (e.g. bank account details) to be submitted. Partnership Agreement on the sub-project implementation signed by both parties – sending institution and hosting institution (hereinafter - final beneficiary) must be submitted to VIAA prior to signing of Agreement on sub-project implementation (hereinafter – Agreement) between VIAA and the final beneficiary.

If the sub-project is to be implemented in co-operation with other Latvian higher education or research institutions Multilateral Partnership Agreement concluded among the final beneficiary and all Latvian partner institutions (hereinafter – Partnership Agreement)  also must be submitted to VIAA prior to signing of Agreement. The Partnership Agreement shall specify researcher’s activities and timing in each of the partner institutions.

Finances

Advance payment to the final beneficiary is envisaged in amount of 20% of the total sub-project amount, while the remaining 80% are paid out upon approval of the sub-project completion report by VIAA.

Accordingly, advance payment of the fellowship is paid out in amount of at least 20% by the final beneficiary to the researcher at the beginning of the visit and the -remaining amount of the fellowship is paid out upon completion of all the tasks envisaged in the sub-project and after approval of the submitted researcher’s report by the final beneficiary, but prior to the submission of the sub-project completion report to VIAA.

Documents that shall be submitted by the final beneficiary to VIAA within 30 calendar days after the completion of the sub-project are as follows:

  • Payment documents justifying the advance payment (in amount of at least 20%) transfer (by the final beneficiary) to the researcher’s account;
  • Payment documents justifying the final payment (for the remaining amount) transfer (by the final beneficiary) to the researcher’s account upon approval (by the final beneficiary) of the researcher’s report on completion of the sub-project activities;
  • Copies of international travel documents (e.g., travel ticket, boarding passes etc.) confirming researcher’s arrival/departure to/from Latvia.
